I. Temporary residence card in Vietnam
According to the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014, temporary residence card is a document issued by an immigration authority or a competent authority of the Ministry of Foreign Affairs, granted to foreigners who are allowed to reside for a certain period of time in Vietnam.
Why should you apply for a Temporary Residence Card in Vietnam
There are many benefits that holders of a Vietnam temporary residence card may have:
Foreigners who are granted temporary residence cards can buy apartments and in the near future may buy houses. At present, the Ministry of Construction is proposing that foreigners buy houses in Vietnam to resolve real estate issues.
Foreigners can stay in Vietnam for a period of time while their temporary residence card is still valid without having to leave Vietnam.
Foreigners save money due to not have to apply for visa extension many times and save the travel costs
Foreigners can carry out business procedures, get married… very conveniently.
Who can apply for a temporary residence card in Vietnam
The following people can apply for a temporary residence card in Vietnam:
A foreigner who has a Vietnam work permit which is valid for at least 12 months at the time of applying for the temporary residence card.
Foreigners who are members of diplomatic missions, consular offices, representative offices of international organizations affiliated to the United Nations, intergovernmental organizations in Vietnam and their spouses, children under 18 years of age, housemaids who are accompanied by the term of office, are granted temporary residence card with symbol NG3.
Foreigners who are granted with LV1, LV2, ĐT, NN1, NN2, DH, PV1, LD, TT visas are granted temporary residence cards with symbols similar to the visa symbols. The Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014 has defined new types of symbols and duration of each type of visa symbol for foreigners in Vietnam.
Requirements and conditions for a temporary residence card
Foreigners must temporarily stay for 1 year or more in Vietnam
The passport is valid for at least 13 months.
How to Get a Temporary Residence Card for Foreigners in Vietnam
Here come the steps to get a Vietnam temporary residence card of foreigners:
Step 1: Prepare documents as prescribed by law.
Step 2: Submit the documents
1. The agencies, organizations, and individuals submit the application documents at one of the three working offices of the Immigration Department – Ministry of Public Security:
07 Tran Quy Cap, Da Nang City
44-46 Tran Phu, Ba Dinh, Hanoi.
254 Nguyen Trai, District 1, Ho Chi Minh City.
Time for submission: Mornings, Monday to Saturday (except public holidays).
2. Officials receiving dossiers will then examine the legality and content of the documents:
If the documents are complete and valid, the official will print and give a receipt of an appointment.
If the documents are not yet enough, the official will instruct the applicant to complete the application.
Step 3: Get the results.
1. The person who receives the results gives the receipt, identity card or passport to the officials who return the results for examination and comparison. If there are results of the temporary residence card, the official requests the applicant to pay fees and hand over the temporary residence card.
2. Time to get results: From Monday to Friday (except for public holidays).

Vietnam Temporary Residence Card Processing Time & Fees
The processing time of a request for a temporary residence card for foreigners in Vietnam is 05 working days from the date of receiving full documents.
In case you do the temporary residence card yourself, you will need to pay:
US $80/card valid for 1 year
US $100/card valid for over 1 year to up to 2 years
US $120/card valid for over 1 year to up to 3 years.
Validity of Temporary Residence Card
The validity of the temporary residence card in Vietnam is at least 30 days shorter than the remaining duration of the passport.
The temporary residence cards with symbols NG3, LV1, LV2, ĐT and DH are valid for no more than 05 years.
The temporary residence cards with symbols NN1, NN2, TT are valid for not more than 03 years.
The temporary residence cards with symbols LD and PV1 are valid for no more than 02 years.
Expired temporary resident cards are considered for new cards.
II. Vietnam work permit for foreigners
Vietnam work permit is an official certificate issued by the Department of Labor, Invalid and Society to allow its holder to work in Vietnam legally. It cannot be applied directly by the workers/foreigners, but with the assistance of their employers or a service center in Vietnam. And Vietnam work permit is an important paper to apply for a temporary residence card or a working visa for Vietnam.
In fact, some foreigners are eligible for Vietnam work permit exemption.
Vietnam Work Permit Requirements
To get a work permit in Vietnam, applicants must meet the following requirements:
Over 18 years old
Have a good health condition that satisfies the job’s specific demands and requirements.
Free of any criminal record in their country or a national security offense, not currently facing criminal prosecution, or not serving a criminal sentence by the Vietnamese and foreign policemen during the assignment.
Have a high degree of specialized knowledge, technology, and qualification; experienced in business, management and other professions that Vietnamese labors are currently unable to conduct efficiently.
When to Apply for Vietnam Work Permit?
According to the Circular No. 23/2017/TT-BLDTBXH guiding the online grant of work permits to foreign workers in Vietnam, the foreigner’s employer or his agent shall, at least 13 working days before the date the foreigner is expected to start working, fill in the request form and required documents to the Department of Labor – Invalids and Social Affairs to apply for the work permit.
How to apply for a Vietnam work permit?
Here are the procedures and documents to get a work permit in Vietnam that both employer and foreign employee should follow:
Step 1: Apply for Approval of Demand on using foreign workers
At least 30 days before the expected date when the foreign worker starts his/her work at the company, the employer shall submit the application for approval of demand on using foreign workers.
In this step, the employer needs to prepare the following documents:
Registration form for demand on using foreign workers (Form No. 01 under the Circular No. 18/2018/TT-BLĐTBXH)
Certified copy of business registration.
Letter of attorney in case the submitter is not the company’s legal representative.
Then, all these documents will be submitted:
Directly at the Ministry of Labor, War Invalids and Social Affairs or Provincial People’s Committee; or
Online.
Processing time is 15 working days (for direct submission) and 12 working days (or online submission).
Step 2: Prepare documents for renewing expired work permit:
The employer will need to prepare the following documents:
Request form for renewing work permit in Vietnam ;
Original health check;
Criminal records (issued within 180 days), if applicants have stayed more than 6 months in Vietnam, they will have to provide both Vietnamese criminal records, & the criminal record from their home countries;
Certified copy of passport;
Approval certificate obtained in Step 1;
02 4*6cm photos ;
Legalized copy of certificate/degree;
Working experience confirmation document from former employers in foreign countries;
Quantity: 01 set
Step 3: Submit documents to renew work permit in Vietnam
At least 15 days before the expected date when the foreign worker starts his/her work at the company, the employer shall submit the documents prepared to the Department of Labor, War Invalids and Social Affairs that issued the current work permit.
Step 4: Get the new work permit
The employer shall get the new work permit issued by the Department of Labor, War Invalids and Social Affairs within 07 working days after submitting full valid documents.
Vietnam work permit processing time and cost
The work permit request processing time is totally 20 working days (after receiving full required documents), including:
12 working days for online approval;
08 working days for granting the work permit.
But all are highly recommended to carry out the procedure at least 30 days before the expected work start date of the foreigners.
The cost for Vietnam work permit varies by the province/city where you submit your application forms.
Vietnam Work Permit Termination
A work permit may be terminated if:
The work permit has been expired.
Labor contract has been terminated.
The content of the labor contract is not consistent with the granted work permit.
The contracts of business, trade, finance, banking, insurance, science and technology, culture, sports, education, or medicine have been expired or terminated.
The foreign employer announced the termination of the foreign employee working in Vietnam.
Work permit launched by authorized state agencies has been withdrawn.
The operation of the company, organization, and partners in Vietnam has been terminated.
The validity of the work permit for Vietnam is 2 years. And then, if you wish to work in Vietnam for longer, you can apply for work permit extension/renewal. But if you want to return to your home country or move to another country for work, before leaving Vietnam, your Work Permit needs to be canceled with the assistance of the Department of Labor, Invalids, and Foreign Affairs. Foreign employees should return the permit to their employer within fifteen (15) days from the date that their employment ends. It is the employer’s responsibility to submit the permit with a notification letter to the local office of the Labor Department.
